Overall Responsibility

The Data Analytics Lead will develop and promote use of a data-analytics platform using business-intelligence software, such as Power BI, to enhance analytics and improve data visibility across programme areas.

The role will manage the creation and dissemination of reports and performance dashboards drawing on data systems used within RTCZ, including SmartCare Pro, DHIS2, eLMIS and WMS, oversee the integration and use of programme data systems, develop efficient procedures for data management and analysis, and develop solutions for moderate-to-complex data-optimization opportunities, including supply-chain and logistics analytics.

The position will also provide leadership in data quality, governance and security; produce analytics supporting milestone verification and evidence packages for the Department of State; supervise the Data Analytics team; and progressively build MOH counterpart capacity in data analytics and interpretation.

Qualifications and Experience

Minimum Required Qualifications and Experience

Bachelor’s degree in data science, Computer Science, Statistics, Applied Mathematics, Information Systems or any quantitative discipline required.

Formal training in database management and/or business intelligence.

Minimum of five (5) years’ work experience in business-intelligence development, data management and analytics.

Highly proficient in SQL Server technologies, Python, Power BI or equivalent tools to manipulate, query, model and present data.

Demonstrated experience leading analytics and/or data deliverables and supervising analysts.

Experience with donor-funded programmes required.

Desirable Qualifications and Experience

Master’s degree or its international equivalent in a quantitative or data-related field.

Experience designing dashboards, virtual maps and interactive reporting tools.

Experience with data warehousing, ETL and data-model creation.

Experience with programme data systems including eLMIS, SmartCare Pro, QAT and WMS, among others.

Experience building capacity of government counterparts in analytics and data use.
