Development Compliance & Statutory Officer
Harare, Zimbabwe • 2-Year Fixed Term • Start 1 July 2026

The Role
Terrace Africa is one of Zimbabwe’s leading property developers with an active pipeline spanning commercial,
residential, retail, hospitality and government projects. As the portfolio grows, we need a sharp, connected
compliance professional to own our statutory and regulatory obligations end to end — from pre-development
approvals through to post-completion compliance.

What You’ll Do
Statutory Approvals & Regulatory Management
• Lead EIA processes; engage EMA and specialist consultants; track approvals and escalate risks
• Manage rezoning, special consent and subdivision permit applications with Harare City Council
• Coordinate building plan submissions and track approval timelines across all projects
• Drive SEZ applications and engage relevant government ministries
• Obtain utilities and infrastructure consents (sewer, electrical, stormwater, gas)
• Ensure occupation certificates are secured on every project completion without exception

Council & Authority Engagement
• Build and maintain working relationships with Harare City Council, EMA, ZINWA, ZETDC, Roads Authority and other regulators
• Lead formal rates valuation objection processes; represent Terrace Africa with council legal teams
ESG & Highlands Precinct
• Develop and implement an ESG compliance framework across the portfolio
• Own all statutory and compliance obligations for the Highlands Precinct
• Monitor environmental, social and governance obligations; prepare periodic ESG reports for Exco

Compliance Tracking & Reporting
• Submit a monthly compliance tracker to the Director of Development covering all active approvals,
outstanding submissions, rates and ESG status
• Maintain a live, weekly-updated approvals register per project
• Escalate critical compliance risks within 48 hours of identification

What We’re Looking For

Essential
• Degree in Town Planning, Law, Environmental Science, Real Estate or related field
• Minimum 3 years’ experience in statutory approvals, town planning or regulatory compliance in Zimbabwe
• Proven track record managing EIA processes, council approvals and planning applications
• Established relationships with government authorities, local councils and regulators
• Experience managing council rates disputes and formal valuation objections

Advantageous
• Knowledge of Special Economic Zone legislation and ESG reporting frameworks
• Experience in property finance, debenture structures or investment authority processes
