Main Focus Areas Business Planning
- Plan and forecast section resource requirements in line with monthly and quarterly Technology Services performance targets.
- Guide and oversee the development, review, and approval of policies, processes, procedures, workflows, and operating manuals.
- Develop and manage weekly and monthly work schedules for direct reports.
ICT Infrastructure Management, Implementation & Monitoring
- Develop and implement action plans for ICT infrastructure initiatives.
- Evaluate the adequacy and performance of existing infrastructure and recommend improvements to the Head – Technology Operations & Networks.
- Deploy, monitor, and maintain infrastructure systems including ATMs, servers, printers, and related technologies.
- Design, implement, and oversee all Technology infrastructure and network systems.
- Develop and manage infrastructure maintenance and lifecycle plans.
- Manage Technology asset inventory and tracking.
- Establish and enforce internet access, usage, and security policies.
- Assist with planning and deployment of infrastructure security controls.
- Establish and manage Operational Level Agreements (OLAs) with internal departments and Service Level Agreements (SLAs) with service providers.
- Build and manage relationships with Technology infrastructure suppliers and service providers.
- Liaise with user departments and make recommendations on acquisition of user‑specific technology equipment.
- Provide strategic input on Technology Infrastructure and Networks to support departmental planning.
Information & Infrastructure Security
- Oversee the deployment, administration, and maintenance of security systems including intrusion detection systems, cryptography solutions, and anti‑virus software in liaison with Information Security.
- Recommend, schedule, and oversee execution of security enhancements, upgrades, reconfigurations, and acquisitions in collaboration with Technology Security & Governance.
- Research emerging security technologies, products, protocols, and standards to strengthen infrastructure security.
- Assist in developing and reviewing system security, administration, and user access policies aligned with industry best practices.
Financial Management & Control
- Consolidate CAPEX and sectional budgets for inclusion in the annual Technology Services Department budget.
- Monitor and manage budget performance, identifying and addressing variances on a monthly basis.
- Control departmental costs through effective monitoring of expenditure and resource utilisation.
- Receive, verify, and process Technology service bills (including telecommunications and internet services) and facilitate timely settlement.
Research & Development
- Research and recommend emerging infrastructure technologies aligned to organisational and business requirements.
- Approve implementation of new infrastructure technologies within delegated authority.
Compliance & Regulatory
- Ensure ICT infrastructure complies with external regulatory requirements (e.g. Central Bank, ISO standards).
- Ensure compliance with internal audit, risk, and governance frameworks.
Disaster Recovery & Business Continuity
- Develop, manage, and maintain disaster recovery infrastructure.
- Participate in business continuity planning, testing, and evaluation exercises.
- Contribute to disaster recovery strategy and plan formulation.
Staff Supervision & Leadership
- Lead, coach, and manage Technical and Support Services teams.
- Allocate, schedule, and monitor tasks and deliverables.
- Conduct performance appraisals and staff evaluations.
- Recommend appointments, promotions, and succession planning initiatives.
- Ensure staff adherence to organisational policies, procedures, and standards.
Safety, Health & Environment (SHE)
- Enforce NSSA and other statutory SHE requirements within ICT working and active equipment environments.
- Ensure compliance with SHE standards by all Technology equipment users.
Qualifications
- Degree in Information Systems, Computer Science or equivalent. Postgraduate qualification (e.g, MBA) will be an advantage.
- Relevant professional certifications such as CCNP, ITIL v4, Microsoft/Azure, VMware, and infrastructure security certifications are desirable. Security, cloud, and business continuity certifications will be considered an added advantage.
Must have skills
- Technology Operations Leadership: Ability to lead technical teams, manage service providers, and ensure high availability and performance of mission‑critical banking systems.
- Information Security & Regulatory Compliance: Strong understanding of infrastructure security controls and compliance with banking and regulatory standards (e.g. Central Bank, ISO).
- Enterprise Infrastructure & Network Management: Proven expertise in managing banking‑grade infrastructure, including data centres, servers, networks, ATMs, and digital channels.
Good to have skills
- Emerging Technologies & Digital Channels: Working knowledge of cloud services, infrastructure automation, and support for modern banking channels.
- Budgeting & Vendor Management: Exposure to CAPEX/OPEX planning, cost control, and management of SLAs with technology vendors and service providers.
- Disaster Recovery & Business Continuity Planning: Experience in designing, testing, and maintaining DR and BCP frameworks within a financial services environment.
