Purpose of the Job
To ensure that all outdoor advertising structures (street poles, billboards, banners, temporary installations) comply with Gaborone City Council and GCIC regulations. The successful candidate will Lead the regularisation process for existing unlicensed installations and manage the permitting workflow for new applications.
Qualifications and Experience
- Bachelor's Degree in Risk, Compliance Commerce Business Management or related fields
- At least 5 years experience in by law enforcement, Compliance enforcement regulatory and outdoor advertising regulations.
- Experience conducting site inspections and investigations
- Experience in preparing compliance report and enforcement notices.
- Understanding of zoning, land use and signage requirements
- Ability to interpret legislation, policies and permits.

Responsibilities
- Maintain the official register of all licensed outdoor advertising structures within Gaborone.
- Review and process applications for new advertising installations, ensuring alignment with municipal by‑laws and GCIC investment policies.
- Coordinate with Gaborone City Council, private advertisers, and media companies to regularise unlicensed structures.
- Issue compliance notices, renewal reminders, and corrective action directives.
- Develop and update compliance guidelines, standard operating procedures, and public communication materials.
- Analyse trends in illegal advertising and recommend policy or fee‑structure adjustments.
- Prepare monthly compliance reports for GCIC management and the Board.
- Support enforcement operations by providing legal and regulatory interpretation.
