Background
The National Youth Council of Malawi (NYCOM) is a statutory corporation established under the National Youth Council of Malawi Act (Act No. 22 of 1996). The Council is mandated to develop, promote, and coordinate youth activities, register youth organizations, organize scholarships, establish cooperation guidelines, and promote youth training programmes.
NYCOM envisions a Malawi where young people realize their full potential and contribute meaningfully to sustainable national development. As the implementing arm of the Ministry of Youth, the Council works closely with government institutions, youth organizations, civil society organizations, development partners, and other stakeholders to empower young people and promote their participation in national development and decision-making processes.
Job Purpose
The National Youth Council of Malawi is seeking a dynamic, results-oriented, and passionate Procurement Officer to join its team. The successful candidate will be responsible for managing procurement processes, ensuring compliance with procurement laws and organizational policies, maintaining effective supplier relationships, and supporting efficient acquisition of goods, works, and services.
Key Responsibilities
Manage the procurement process, including tendering, bid evaluation, contract award, and contract management.
Ensure compliance with the Public Procurement and Disposal of Assets (PPDA) Act, organizational procurement policies, and regulatory requirements.
Negotiate contracts and agreements with suppliers to achieve value for money.
Develop and maintain procurement records, reports, and documentation.
Develop and implement inventory control procedures.
Collaborate with user departments to identify procurement needs and prepare procurement plans.
Build and maintain effective relationships with suppliers, stakeholders, and colleagues.
Monitor supplier performance and maintain contracts with vendors.
Support continuous improvement of procurement systems and processes.
Qualifications and Experience
Bachelor’s Degree in Procurement, Supply Chain Management, or a related field from a recognized university.
Minimum of three (3) years’ relevant experience in procurement and supply chain management.
Professional certification such as the Chartered Institute of Procurement and Supply (CIPS) will be an added advantage.
Must be a registered member of the Malawi Institute of Procurement and Supply (MIPS) in good standing.
Strong knowledge of procurement principles, practices, and regulations applicable to statutory corporations.
Must be highly conversant with the Malawi National Electronic Procurement System (MANEPS).
