About the job
- The RIF Technical Assistance Facility TAF Coordinator and Operations Co-Lead assumes overall responsibility for the successful implementation of the RIF TAF and supports the Project Manager and Operations Lead in providing operational support to RIF country teams.
Design & Coordination of the TAF:
- Maintains and refines the TAF concept, combining the RIF’s unique approach with industry standards for TA to Small to Medium Enterprises SMEs in fragile contexts.
- Establishes and maintains a well-functioning and efficient TA design mechanism that connects with and supports the main RIF deal flow.
- Establishes and maintains an efficient TA budget allocation and procurement mechanism that supports the RIF deployment schedule.
- Oversees overall delivery of TA across the portfolio, including quality assurance of TA proposals and troubleshooting during implementation.
Program Implementation & Technical Leadership:
- Provides ongoing direct support and advice to RIF Country Coordinators in designing and delivering TA packages for RIF investees, including support with submissions to the RIF TA Committee.
- Leads the development of sector-specific TA packages in line with industry standards in TA design and delivery for SMEs in fragile context, and sector specific TA standards applicable to the RIF.
- Conducts regular mapping of and maintains linkages with local TA service providers at the country level.
- Contributes to the effective sourcing and deployment of RIF investments including technical backstopping to select country offices and transactions as needed.
- Coordinates the RIF’s TA Committee, including convening the committee and follow up actions.
Representation & Advocacy:
- Represents the RIF in relevant fora and ensures learning on good practice for the RIF TAF.
- Supports fundraising for the RIF TAF by identifying specific TA opportunities and leads proposal writing for the RIF TAF.
Reporting & Communication:
- Establishes and maintains an effective TAF monitoring and reporting system in line with the RIF MEAL approach.
- Contributes TA results to narrative and donor reporting and supports the RIF Project Manager and Operations Lead with internal and external reporting.
About you
- To be successful in this role we expect you to bring at least five years of relevant experience, for example in SME development and technical assistance, social impact or private-sector-focused financing, or the management of grant-making facilities, along with a strong understanding of the dynamics shaping humanitarian needs in contexts affected by forced displacement. You are a skilled relationship-builder who works effectively with internal teams and external partners and you are comfortable moving flexibly between strategic design, hands-on delivery, and budget and operational management. You also bring excellent communication skills, including the ability to present complex information in an accessible way.
Required
- Minimum 5 years of relevant experience, including one or more of the following fields: SME development and technical assistance; social impact financing initiatives with a private sector focus; management of grant making facilities; program management in the humanitarian or development sphere.
- Understanding of the dynamics shaping humanitarian needs and development challenges in contexts affected by forced displacement.
- Strong interpersonal skills and ability to establish, maintain and develop lasting and productive relationships within DRC and with external stakeholders at both technical and senior management/executive levels.
- Ability to step into a variety of functions depending on the opportunity and challenge.
- Ability to present complex data in an accessible format and use a variety of platforms and tools to manage and share information, draft documentation and reporting.
