Overall Responsibility

The Technical Lead – FASP will provide technical leadership in forecasting and supply planning, lead the national forecasting and commodity quantification processes, institutionalize the Quantification Analytics Tool (QAT), monitor the national supply pipeline, coordinate with key stakeholders, and strengthen the capacity of national forecasting and supply planning teams.

Qualifications and Experience

Minimum Required Qualifications and Experience

• Degree in Pharmacy, Clinical Pharmacy, Supply Chain Management, Logistics, Public Health, or related field.
• Minimum 10 years of experience in health supply chain forecasting and supply planning.
• Proven experience with quantification tools (QAT, Quantimed, or similar).
• Deep understanding of HIV, malaria, and laboratory commodity supply chains.

Desirable Qualifications and Experience

• Master's in Public Health or Supply Chain Management.
• Certification in forecasting and quantification.
• Experience with PEPFAR-funded programs.
• Experience with MOH pharmaceutical and laboratory systems.
• Experience with transition and capacity-building programs.

Key Responsibilities

Forecasting & Supply Planning

• Leading the 2026 national forecasting cycle to ensure accurate and timely supply requirements across programs and commodities.
• Leading data quality assessments (DQAs) to strengthen the accuracy, completeness, and reliability of supply chain data.
• Leading national commodity quantification using the Quantification Analytics Tool (QAT) to inform evidence-based procurement and supply planning.
• Coordinating national supply planning meetings with key stakeholders to align forecasts, procurement, inventory, and distribution priorities.
• Developing and institutionalizing standard operating procedures (SOPs) to strengthen consistency, efficiency, and compliance across supply chain operations.

QAT Institutionalization

• Leading the institutionalization of QAT across relevant supply chain structures to strengthen standardized and evidence-based quantification.
• Training MOH/ZAMMSA staff on QAT application, forecasting, quantification, and supply planning processes.
• Developing QAT user guides, job aids, and reference materials to support consistent system utilization and knowledge transfer.
• Supporting sustainable financing strategies for supply chain activities to promote continuity and long-term system strengthening.

Pipeline Monitoring

• Conducting monthly supply chain performance monitoring and reviews to assess progress, identify risks, and drive corrective actions.
• Coordinating with partners and key stakeholders to align supply chain priorities, implementation activities, and performance improvement initiatives.
• Tracking national shipment status and supply pipeline performance to ensure timely availability and delivery of commodities.
• Addressing critical supply chain bottlenecks by coordinating timely resolution and implementing strategic corrective measures.

Capacity Building

• Mentoring national forecasting and supply planning teams to strengthen technical capacity and improve forecasting performance.
• Supporting competency development through structured coaching, technical assistance, and knowledge-sharing initiatives.
• Implementing the “I Do, We Do, You Do” approach to promote practical learning, ownership, and sustainable skills transfer.
• Ensuring effective step-down of forecasting, quantification, and supply planning competencies to GRZ structures.
