CLINICAL COORDINATOR

ICAP at Columbia University is an international, non-profit organization based at Columbia University in New York. ICAP is empowering health around the world and works in over 30 countries, including Zambia. Together with Ministries of Health, multilateral organizations, healthcare providers, and communities, ICAP supports comprehensive, person-centered HIV and TB services while strengthening health systems to improve the quality, accessibility, and affordability of healthcare in resource-limited settings. Through investments in health information systems, quality improvement, and workforce development, ICAP helps build resilient and sustainable health systems.

 In Zambia, with support from the U.S. Government, ICAP provides Surge and sustainability support to the Northwestern Provincial Health Office. The program focuses on strengthening HIV service delivery and provincial capacity through targeted technical assistance. Key areas of support include addressing programmatic gaps; improving HIV case finding and linkage to treatment; strengthening retention in care; expanding pre-exposure prophylaxis services for pregnant and breastfeeding women; improving viral load coverage and suppression; enhancing screening and management of Advanced HIV Disease; strengthening high viral load cascade management; improving data quality, access, and use for decision-making; and building the capacity of the Provincial Health Office in all aspects of program oversight, leadership, and accountability.

 Position Title: Clinical Coordinator (01)

Reports to: Technical Director

Location: Solwezi – North/Western Province

Date: October 2026            

POSITION SUMMARY

Working under the guidance of the Technical Director, the Clinical Coordinator will support capacity building activities to the NWPHO to ensure the implementation of innovations to mitigate HIV/TB services. S/he will work closely with the NWPHO to coordinate the Provision of technical assistance to staff, at provincial, district levels in HIV/TB management and integration of bi-directional screening for TB.

MAJOR ACCOUNTABILITIES

• Provide Direct support to the Provincial Lead (North-Western Province) and Strategic Information Director in planning, implementation, and performance reviews of ICAP’s TA.
• Work with the Technical Director to coordinate ICAP’s capacity building and program transitioning initiatives across the provinces.
• Work with the Technical Director to represent ICAP at selected HIV/TB/COVID 19 TWGs and technical meetings, including those with CDC and ICAP HQ
• Provide training and mentorship to ICAP and CoAg and district-level HIV and TB program and technical staff, in line with ICAP’s implementation approach.
• Lead clinical mentorship on case management of complicated cases - remote and site-level, where applicable.
• Support clinicians at PHOs and provincial hospitals to enhance the quality of care for recipients of care with advanced HIV, including participation in mortality audits and clinical meetings
• Provide technical input in provincial strategic reviews and decisions in the HIV/TB program.
• Provide other technical support as guided by the supervisor.

EDUCATION

• Full grade 12 certificate
• Master’s degree in medicine, Public Health, or related field

REQUIRED MINIMUM EXPERIENCE, SKILLS & QUALIFICATIONS

• Should be a Medical Officer
• A master’s degree in a health-related field is required
• At least over 5 years of demonstrated experience in HIV/TB clinical management
• Trained in both adult and paediatrics ART
• Ability to provide mentorship to medical and clinical officers and other staff providing Covid-19/HIV/TB services
• Basic computing skills including Microsoft Excel, Word and Power Point
• Experience working in donor funded projects a Plus
• Fluent English oral and written communication skills
• Fully registered with the Health Professions Council of Zambia (HPCZ) with a current practicing license for 2026
• Should have validated qualifications with the Zambia Qualifications Authority (ZaQA)
