Background
ACEPS invites qualified and motivated applicants for the position of Data Analyst under the FairChoices Workstream of the “Fair Choices on the Path to Universal Health Coverage (UHC) 2026–2030” project.The FairChoices Workstream is coordinated by the FairChoices team at Ethiopia’s Ministry of Health (MoH) with technical support from ACEPS. The initiative aims to strengthen evidence-informed decision-making and analytical capacity for health care priority setting in Ethiopia.
The FairChoices team will lead activities including:
- Development of an Ethiopia-specific contextual model of the FairChoices Disease Control Priorities (DCP) Analytics tool;
- Establishment and institutionalization of a FairChoices Unit within the Ministry of Health;
- Strengthening analytical capacity and fostering institutional ownership within the MoH.
Job Summary
The Data Analyst will support the technical and analytical activities of the FairChoices Workstream by managing, analyzing, and interpreting health and policy-related data to inform evidence-based priority setting and policy decision-making processes.
Key Duties and Responsibilities
The successful candidate will:
- Support the development and contextualization of the FairChoices DCP Analytics model for Ethiopia;
- Collect, clean, manage, and analyze quantitative and qualitative datasets relevant to health policy and priority setting;
- Assist in modeling, forecasting, and scenario analysis for health interventions and resource allocation;
- Prepare analytical reports, data visualizations, presentations, and policy briefs;
- Support the establishment and operationalization of the FairChoices Unit within the Ministry of Health;
- Collaborate with the team at Bergen Center for Ethics and Priority Setting (BCEPS) at University of Bergen (UiB) researchers and technical experts to ensure data quality and evidence generation;
- Support capacity-building activities including training workshops and technical mentorship;
- Maintain databases and ensure data confidentiality, integrity, and accessibility;
- Perform other related technical tasks assigned by the project manager (PM).
Duration of Employment
The position is contractual for a period of four (4) years, subject to satisfactory.
