Improving the Legitimacy, Effectiveness, Efficiency, and Fairness of Health Care Priority Setting in Ethiopia
Background
The “Fair Choices on the Path to UHC 2026–2030” project is a collaborative initiative aimed at strengthening evidence-informed priority setting (EIPS) and ensuring its sustainable integration into decision-making processes within Ethiopia’s Ministry of Health (MoH). The project is implemented in collaboration with Bergen Center for Ethics and Priority Setting (BCEPS) at UiB, and Addis Center for Ethics and Priority Setting (ACEPS), Addis Ababa University (AAU) under the stewardship of Ethiopia’s Ministry of Health.
ACEPS, AAU, invites qualified and experienced applicants for the position of Program Coordinator for the Policy Analysis and EIPS Workstream.
Job Summary
The Program Coordinator will provide overall coordination, technical, and operational support for the implementation of the Policy Analysis and EIPS workstream. The coordinator will work closely with ACEPS, Addis Ababa University, the Ministry of Health, researchers, academic partners, and other stakeholders to ensure timely delivery of project activities and outputs.
Key Duties and Responsibilities
The Program Coordinator will be responsible for:
- Coordinating implementation of activities under the Policy Analysis and EIPS workstream;
- Supporting planning, execution, monitoring, and reporting of project activities in line with the project results framework;
- Facilitating collaboration between ACEPS, Addis Ababa University, the Ministry of Health, and other project partners;
- Plan and execute recruitment of PhD candidates;
- Coordinating capacity-building activities including trainings, mentorship programs,
workshops, and academic support initiatives for PhD and Master’s level candidates;
- Supporting activities related to institutionalization of Health Technology Assessment (HTA), including finalization of the HTA roadmap;
- Assisting in the organization and management of inclusive deliberative and stakeholder engagement processes;
- Coordinating development and dissemination of evidence-informed policy briefs, technical reports, and position papers;
- Organizing short courses on economic evaluation and priority setting for policymakers and academic institutions;
- Preparing technical and administrative reports, work plans, and progress updates;
- Performing other related duties assigned by the project manager (PM).

Employment Type and Duration
Contractual employment with duration of 4 (four) years with possible extension.
