The Head of Information Technology (IT Manager) is responsible for planning, directing, and managing the hospital's information technology strategy, infrastructure, cybersecurity, and digital transformation initiatives. The role ensures the availability, security, integrity, and optimal performance of all information systems, networks, hardware, software, and communication technologies that support clinical, administrative, and financial operations. The IT Manager leads the IT team, oversees technology projects, ensures compliance with applicable data protection and security standards, and provides strategic guidance to support the hospital's operational excellence and long-term growth.
KEY RESPONSIBILITIES:
- IT Strategy and Governance Duties:
- Develop and implement the hospital's IT strategy aligned with organizational goals and healthcare service delivery.
- Develop IT policies, standards, procedures, and governance frameworks.
- Prepare and manage the annual IT budget, work plans, and capital investment proposals.
- Advise senior management on emerging technologies, digital transformation initiatives, and IT risks.
- Develop and monitor key performance indicators (KPIs) for the IT department.
- Ensure IT initiatives support business continuity, operational efficiency, and patient care.
- IT Infrastructure and Systems Management Duties:
- Plan, implement, and maintain the hospital's IT infrastructure, including servers, networks, internet connectivity, storage systems, and cloud services.
- Ensure high availability, reliability, and performance of all IT systems and services.
- Oversee installation, configuration, maintenance, and upgrading of hardware and software.
- Manage enterprise applications, including Hospital Information Systems (HIS), Electronic Medical Records (EMR), ERP systems, payroll systems, and other business applications.
- Monitor system performance and implement preventive maintenance programs.
- Ensure software licensing compliance and effective asset management.
- Cybersecurity and Information Security Duties:
- Develop and implement cybersecurity policies, procedures, and security awareness programs.
- Ensure appropriate controls for data privacy, system access, network security, endpoint protection, and disaster recovery.
- Monitor and respond to cybersecurity threats, incidents, and vulnerabilities.
- Conduct periodic security assessments, vulnerability testing, and risk analyses.
- Ensure regular data backup, disaster recovery testing, and business continuity planning.
- Promote compliance with organizational information security policies and applicable legal requirements.
- IT Service Management and User Support Duties:
- Oversee IT helpdesk operations and ensure timely resolution of user support requests.
- Establish and monitor service level agreements (SLAs) for IT support services.
- Coordinate user account administration, system access management, and technical support.
- Ensure continuous availability of critical clinical and administrative systems.
- Promote excellent customer service and user satisfaction across the organization.
- Project Management and Digital Transformation Duties:
- Lead IT projects from planning through implementation and evaluation.
- Coordinate system upgrades, software implementations, infrastructure expansion, and technology integration projects.
- Collaborate with departmental managers to identify technology solutions that improve operational efficiency and patient care.
- Manage relationships with software vendors, service providers, and technology consultants.
- Evaluate new technologies and recommend appropriate investments.
- Compliance, Risk Management, and Audit Duties:
- Ensure compliance with applicable ICT regulations, licensing requirements, and organizational policies.
- Develop and maintain IT risk management and internal control frameworks.
- Support internal and external IT audits by providing documentation and implementing audit recommendations.
- Monitor compliance with software licensing agreements and vendor contracts.
- Safeguard the confidentiality, integrity, and availability of organizational data.
- Leadership and Administration Duties
- Ensure compliance with applicable ICT regulations, licensing requirements, and organizational policies.
- Develop and maintain IT risk management and internal control frameworks.
- Support internal and external IT audits by providing documentation and implementing audit recommendations.
- Monitor compliance with software licensing agreements and vendor contracts.
- Safeguard the confidentiality, integrity, and availability of organizational data.
- Compliance and Audit Duties
- Lead, supervise, mentor, and evaluate IT staff.
- Assign responsibilities, monitor departmental performance, and support employee development.
- Develop departmental budgets, procurement plans, and work schedules.
- Foster a culture of innovation, accountability, teamwork, and continuous improvement.
- Prepare and present periodic IT performance reports to senior management.
- Other Duties as Required
- Participate in organizational strategic planning, accreditation, quality improvement, and digital transformation initiatives.
- Support procurement processes related to IT equipment, software, and services.
- Perform other duties assigned by the Administration and Finance Director, Chief Executive Officer, or senior management.
