Role Summary for Project Officer Construction Jobs in Lusaka

The Project Officer – Construction will lead the technical assessment, supervision, quality assurance, and monitoring of infrastructure projects under the GNZ and KOICA partnership. Responsibilities include overseeing construction, rehabilitation, and maintenance of irrigation systems, solar pumping facilities, and grain storage infrastructure, ensuring adherence to technical designs, environmental guidelines, and donor requirements.

Key Responsibilities

  • Conduct technical assessments and support infrastructure design for irrigation, solar pumps, and storage facilities.
  • Supervise construction activities, ensuring contractor compliance with specifications, timelines, and safety standards.
  • Develop and implement preventive maintenance plans and troubleshoot operational issues.
  • Support procurement processes, verify material quality, and ensure compliance with organizational and donor policies.
  • Deliver training to farmers and community operators to enhance capacity and promote sustainable infrastructure management.
  • Monitor project progress, prepare reports, and document best practices.
  • Perform additional duties as assigned by management.

Qualifications and Experience

  • Bachelor’s Degree in Civil Engineering, Agricultural Engineering, Construction Management, Water Engineering, or related disciplines.
  • Registered member of a relevant professional body.
  • At least three years of experience in infrastructure development, construction supervision, or related technical fields.
  • Proven expertise in contractor management, quality control, and climate-resilient infrastructure.
  • Strong knowledge of procurement procedures and technical evaluation of construction materials.
  • Proficiency with Microsoft Office, including Excel, Word, and PowerPoint.
  • Excellent communication, report writing, and interpersonal skills.
  • Ability to work independently and travel frequently to field sites.
