Our client, a multinational engineering and construction organisation, is seeking a highly competent Safety Engineer to lead and enforce the highest standards of health, safety, and environmental (HSE) management across major infrastructure projects within the Road and Bridge Project Department.
The successful candidate will function as the central authority for all site safety operations, ensuring full compliance with international HSE protocols, local statutory regulations, and corporate safety frameworks. This role will oversee risk assessments, safety audits, incident prevention strategies, and workforce safety training, guaranteeing that all construction activities are executed within a rigorously controlled and hazard‑free environment.
Key Responsibilities
EHS Management & Compliance
- Participate in establishing the EHS management system and ensure contractors strictly implement it; inspect their safety production systems and report to the supervising engineer.
- Participate in project hazard identification and prepare preventive measures; supervise construction units’ hazard identification work, review records and preventive measures, and report to the principal engineer.
- Compile safety assurance systems (Civilized Construction, Environmental Protection, Fire Safety, Mechanical & Electrical Safety, Transportation, Site Appearance) based on project conditions and Zambia/China safety requirements.
- Review safety management systems and special plans submitted by the construction department, provide feedback, and submit to the chief engineer for approval.
- Ensure contractors conduct safety and technical briefings, verify documentation, and report to the lead engineer.
- Ensure contractors establish pre‑job safety training systems and review implementation and documentation.
- Urge contractors to formulate machinery and vehicle operating procedures, inspect implementation, and conduct preliminary reviews.
- Conduct daily site inspections to monitor safety, civilized construction, and potential hazards; report issues immediately and supervise corrective actions. Maintain safety inspection and hazard logs.
Emergency Preparedness & Response
- Participate in developing and conducting emergency rescue plans and drills for the project management department.
- Supervise construction units in preparing and conducting emergency rescue plans; inspect their plans and drills and report to the chief engineer.
Safety Education & Training
- Participate in establishing the project safety education system and monitor construction units’ implementation (including monthly documentation reviews).
- Complete safety responsibility agreement signing for technical personnel and local employees on behalf of the project management department; assist construction units and report to the lead engineer.
- Participate in company and project training sessions; summarize and review training content.
- Assist the department manager in organizing training programs for the department and company.
Professional Reporting & Communication
- Record daily safety management logs and upload them to the designated Chat group; respond to supervising engineer comments.
- Attend weekly and monthly departmental meetings, summarize performance, reinforce objectives, and contribute to meeting minutes.
- Share insights gained from training and actively enhance job‑related knowledge and skills.
Documentation & Archives Management
- Organize paper and electronic documents monthly; collect and upload work photos/videos to Cloud and back them up to a hard drive.
- Learn, comply with, and implement all company regulations and procedures (attendance, vehicle management, safety protocols, dormitory/office administration, 6S management).
- Assist the lead engineer in organizing and participating in team‑building activities for departments, projects, and the company.
