Overall Responsibility
Data Collection and Monitoring
Support routine data collection, verification and reporting through government-owned data systems, including eLMIS, SmartCare Pro, WMS, DTT and ePOD, among others.
Collect data and support exploratory analysis to identify trends and changes in M&E indicator data.
Use analytics tools such as Power BI to monitor monthly site-level reports, including commodity and service-delivery data among other programme data, and provide status charts for the monthly situational report.
Performance Analysis and Data Use
Support hub-level performance reviews, including supply-chain performance among other programme areas.
Serve as the operational link between facility-level data activities and provincial-level performance monitoring, ensuring data flows accurately and in a timely manner up the reporting chain.
Support data use through dashboards and disseminate feedback to facilities and districts.
Data Quality and Verification
Conduct data-quality spot checks and support annual data-quality assessments (DQA) and verification surveys in coordination with the SI Advisor and MOH.
Provide feedback to facility and district staff on data quality, including timeliness, completeness, and accuracy.
Document causes of data gaps and anomalies for follow-up.
Reporting and Consolidation
Consolidate monthly and quarterly reports and support production of routine technical reports.
Update the monthly reports tracker and flag late reporting to ensure reports are submitted on time.
Initiate quarterly data- and work-plan-review meetings and write the meeting reports.
Technical Assistance and Capacity Building
Provide hands-on mentorship to government health counterparts on data management and use.
Share technical performance updates across team members to support learning and decision-making.
Perform other job-related responsibilities as assigned by the Strategic Information Advisor from time to time.
Qualifications and Experience
Minimum Required Qualifications and Experience
Bachelor’s degree in Demography, Economics, Statistics, Public Health, Social Sciences, or a related field required.
Member of a relevant professional body an advantage.
Minimum of two (2) years’ MEL or Monitoring & Evaluation experience required.
Strong data-analysis and report-writing skills required.
Excellent understanding of data-quality management functions, including collection, analysis, reporting and dissemination.
Experience using electronic tracking systems and analytics platforms such as Power BI.
Desirable Qualifications and Experience
Post-graduate training in M&E, statistics, or data management.
Knowledge of donor funding and its contractual and reporting requirements; experience on donor-funded health programmes preferred.
Experience with programme data systems including eLMIS, SmartCare Pro, WMS, DTT and ePOD, among others.
Experience supporting data-quality assessments and surveys.
