The Centre for Social Accountability and Transparency (CSAT) has embarked on the implementation of its new Strategic Plan (2025–2030). In response to the organisation’s evolving needs and growing demands, CSAT is inviting applications from suitably qualified and passionate individuals to fill newly created positions aimed at strengthening the delivery of its mission and strategic objectives.

Position Title: Governance Specialist (Grade GS 3)

CSAT Head Office, Lilongwe

Purpose

Lead CSAT’s work on governance reforms, natural resource governance, public accountability, and transparency initiatives.

Key Responsibilities
  • Design and implement governance and accountability programs.
  • Lead social accountability interventions and citizen oversight mechanisms.
  • Conduct governance assessments and policy analysis.
  • Coordinate natural resource governance initiatives, including mining, energy, land, and environmental governance.
  • Monitor public resource management and service delivery.
  • Facilitate multi-stakeholder engagement platforms.
  • Produce research reports, policy briefs, and advocacy materials.
  • Support citizen monitoring and accountability structures.
  • Engage public institutions on governance reforms.
  • Represent CSAT in relevant technical working groups and networks.
Qualifications and Experience
  • Bachelor’s Degree in Natural Resource Management, Environmental Management, Climate Change, Public Policy, Development Studies, Economics, Governance, Development Studies, Public Administration, Political Science, Social Sciences, Community Development, Law, or a related field.
  • A Master’s Degree in a relevant field will be an added advantage.
  • Minimum of seven (7) years of progressive experience in natural resource governance, climate finance, environmental governance, public policy, or sustainable development, with at least three (3) years in a senior or supervisory role.
  • Demonstrated experience in policy analysis, advocacy, research, stakeholder engagement, and implementation of donor-funded programmes related to natural resources and climate financing.
  • Strong understanding of climate finance mechanisms, environmental governance, extractive industries, and public financial management.

  • Ability to manage projects, analyse data, and develop evidence-based policy recommendations.
  • Strong leadership, strategic thinking, and problem-solving abilities.
  • High integrity, professionalism, and commitment to transparency, accountability, and environmental sustainability.
  • Proficiency in Microsoft Office and relevant data analysis tools.
